804 Advisory Announces New Hires
Tania Puscasu and Annika Barth join growing energy consultancy
Washington, D.C. — 804 Advisory, a strategic energy consulting firm founded by former Federal Energy Regulatory Commission (FERC) Commissioner Allison Clements, today announced that Annika Barth has joined the firm as a senior energy analyst and Tatiana “Tania” Puscasu has joined as director of business operations. Together, the new hires expand 804 Advisory’s research and analytical capabilities and strengthen the firm’s operational infrastructure as it supports clients navigating the rapidly evolving energy landscape.
“Annika and Tania each bring expertise that is critical to 804 Advisory’s growth and our ability to best serve our clients,” said Allison Clements, principal of 804 Advisory. “Annika possesses a strong understanding of grid modernization, state-level energy policy and emerging technologies, while Tania has deep experience managing complex programs and building the systems that enable them. I’m excited to welcome them both to the team.”
As senior energy analyst, Barth conducts industry and market research to inform federal, state, and regional strategy for 804 Advisory clients. She brings experience in grid modernization and renewable energy policy, most recently serving as a fellow in the U.S. Department of Energy’s Energy Innovator Fellowship program at the Maryland Public Service Commission. During her fellowship, Barth focused on virtual power plants, battery energy storage deployment, distributed energy resource (DER) interconnection, and wholesale market participation for DERs under the Federal Energy Regulatory Commission’s (FERC) Order No. 2222. Previously, she spent four years at the American Council on Renewable Energy, where she supported philanthropic fundraising and initiatives to expand interregional transmission development, grid enhancing technology deployment, and offshore transmission in close collaboration with federal and regional partners.

As director of business operations, Puscasu supports 804 Advisory’s internal infrastructure, including financial and HR systems, and vendor and contract management. She brings 15 years of program and operations management experience in senior roles at Blumont Inc. and DAI. At Blumont, Puscasu oversaw operational, budgetary, and programmatic delivery for multimillion-dollar humanitarian initiatives, strengthening financial controls, procurement processes, and risk management across complex international programs. At DAI, she managed the delivery of a flagship anti-corruption project and led the operational startup of a public financial management program. Earlier in her career, she held program management roles at Population Services International and the International Economic Development Council, where she supported international public health programs, coordinated donor-funded projects, and managed research and knowledge-sharing initiatives.

Puscasu is Project Management Professional (PMP)® certified and holds dual master’s degrees in public administration and international development from Ohio University. Barth holds a master’s degree in energy policy from Johns Hopkins University and completed her undergraduate studies in environmental sciences at American University.
