Tatiana “Tania” Puscasu brings 15 years of program and operations management experience to her position as director of business operations at 804 Advisory. In this capacity, she supports the firm’s operational infrastructure, including financial and HR systems, vendor and contract management, and internal processes.

Before joining 804 Advisory, Tania served in senior program management roles at Blumont Inc. and DAI, where she provided operational and strategic oversight for federally funded programs. At Blumont, she oversaw operational, budgetary, and programmatic oversight for multimillion-dollar humanitarian initiatives—strengthening financial controls, procurement processes, and risk management across complex international programs. At DAI, Tania managed the delivery of a flagship anti-corruption project and led the operational startup of a public financial management program. She also coordinated staffing, registration, and systems implementation to meet donor requirements. 

Earlier in her career, Tania held program management roles at Population Services International (PSI). At PSI, she supported the delivery of international public health programs, engaged in new business efforts, and partnered with senior leadership to institute organizational initiatives and streamline internal processes. Prior to that, Tania was at the International Economic Development Council (IEDC) where she coordinated donor-funded projects, managed research and knowledge-sharing initiatives, and engaged with domestic and international partners and clients.

Tania holds a Project Management Professional (PMP)® certification and holds dual master’s degrees in public administration and international development from Ohio University.
