804 Advisory Announces Mary Yang as Chief Operating Officer
Hire reunites former FERC colleagues and adds legal, regulatory expertise to consultancy
Washington, D.C. — 804 Advisory, a strategic energy consulting firm founded by former Federal Energy Regulatory Commission (FERC) Commissioner Allison Clements, today announced that Mary Yang has joined as chief operating officer (COO) and senior energy advisor. In her role, Yang will support commercial strategy, policy development and regulatory engagement for investors, developers and other energy stakeholders navigating the rapidly evolving power sector.

Yang joins 804 Advisory with extensive experience across both public and private sectors. From 2022 to 2024, Yang served as a legal advisor to FERC Commissioner Clements, where she contributed to major transmission and interconnection reforms, including Order Nos. 1920 and 2023, and advised on a wide range of market design and policy matters. She was also detailed to the U.S. Department of Energy in 2024, supporting implementation of federal energy programs under the Inflation Reduction Act and Infrastructure Investment and Jobs Act.
In addition to her role as COO and senior energy advisor at 804 Advisory, Yang is also the founder and owner of the law firm Juni PLLC, where she integrates her legal background with power sector expertise. Previously, she served as counsel at Wright & Talisman, advising regional transmission organizations, independent system operators, and transmission owners in proceedings before FERC, with a focus on emerging issues in PJM Interconnection L.L.C., including co-located load and large load interconnection. Earlier in her career, Yang was a trial attorney at FERC, litigating complex electric, gas, and oil rate cases, and began her legal career as an associate at Covington & Burling LLP.

Yang is active in the Energy Bar Association. She serves on the editorial board of the Energy Law Journal and is a board member of both the Foundation for the Energy Law Journal and the Charitable Foundation for the Energy Bar Association. She has been recognized as a Rising Star by both the Energy Bar Association and the Women’s Energy Summit.
